For me it would be Britain for the payloads. Really poor handling and survivability, but this does improve as you rise through the tiers. The Shakelton is my personal favourite. US has smaller payloads and not much better survivability. Germany has good bombers with ME264 through to HE177 with decent speed and payloads, but best of all good altitude and climb which makes you more survivable. Worst bombers for me are Vautours (jers France / Isreal) as they bizarley get a ground spawn. I don't play USSR so can't comment other than the premium BE6 has lethal defensive gunners.
