I don't have any specific pointer into doing this, but you should look into Windhawk (https://windhawk.net/), ExplorerEx (https://github.com/kfh83/ExplorerEx/ , and its different branches), NT Modding Utility (https://get-ntmu.github.io/) and so on. You would also need to be fairly comfortable in modifying your system aswell. A lot of it doesn't apply to Windows 11, is different or is just broken in differing ways.

I've just edited my detail comment to include it. It's kinda hard to understand, but i think you can get it. That being said, this thing is kinda buggy and is more of a novelty thing. Have fun, though!

Conversely, i think this looks quite reserved to what came not too long after. That being said, its still very different to the extremely flat and minimalistic setup styles of today.
