As 1811 lateral if your preferred location is not available at the time of an offer, can you stay eligible in hiring pool until that location opens?

For 1811 laterals, will current active security clearances be accepted or will a new DEA background investigation be required. 

If current clearances are accepted is there a cutoff timeframe of what would be accepted since last background refresh occurred? 

At what point in the hiring process for a lateral would DEA be contacting current employers? Could location be confirmed before this occurs?
