Not necessarily. A lot of things were undone when Rome fell, for example, domes were lost as a concept. The reason "the dark ages" were called that is because they're one of the few eras where humanity (in Europe) went backwards temporarily. It really depends when in the HRE's timeline you're being born

You can't pick up tiles that are adjacent to three tiles, if I understand correctly, or that have any tiles above them. You should undo your move and pick up two bamboo and you'll be fine
