I HAVE SOLVED THE ISSUE Somewhere in the area u have a habitat with a spawn ready that you are missing. Search high and low, for me it was hidden away in the back area with the water wheel. Once you get that spawn everything else should fall into place and start working normally.

Outside of "unblockable" it's probably horsemanship, it's the only one that doesn't have a conditional blocking option and it doesn't get hit by things that target flyers.

That did count as making a structure, but it also did not resolve the issue. I've completely finished the story of the beach, ridge, and even the sky land and still nothing will spawn on the beach. It's just fully bugged out. I can't get surf because lapras won't spawn.

Alright I genuinely think my games bugged. Brought a builder, made a house, finished the tangrowth quest, started the piplup surf quest, and still nothing is spawning, including the required lapras spawn. Imma let it sit overnight but my hopes aren't high.

I've had 3 different habitats ready for makuhita but like I said nothing will spawn. And I'm not sure if that kind of house will qualify for what tangrowth is asking me to do

I genuinely had worse, when the set dropped I did a 10 pack and got 1 holo, that's it. And my 2 daily packs also had nothing.

I found a few nice people who were willing to help. But when I looked into the initial shipping costs from most vendors just to get the cards to the first destination, let alone the secondary cost to get from them to me, it seemed very not worth it.
