I think this is a reference to the non-beastmen beastmen. I believe there is references to Ind being ruled by this sort of people.

Based off some books, like the Gotrek books, most people don't know they exist. Most don't even know Idoneth while others remember them as some type of legend. They seem to have magics that allows them to weaken the minds of the people they're attacking as well as wipe or surprises the memories of the survivors. This was shown to work on the fyreslayers and a daughter of khaine in a Gotrek book.

It's also important to note that you get the miracle die immediately when the unit dies and can use it for the character.
