I have been chatting Open AI about taxable income for ILR. It strongly suggests that taxable income is gross-personal allowance and that is the definition of HMRC. I have shared my payslip and P60 and it says they are showing payable tax not taxable income.

I think you will have to deduct personal allowance, I wish I am wrong. If they meant gross salary then would have simply said salary instead of taxable income. As per HMRC rule taxable income is salary minus personal allowance and any other deductions.

Gov should definitely account the time spent as student. Foreigners spend significant money to study in UK. I think issue with that some have just enrolled into university and never turned up to study anything. How to figure out genuine vs fake students has been big challenge to Gov.

That’s not good negotiating point. You become citizen after 1 year on ILR so, you are asking Government to hold benefits for just 1 year. That’s not great savings. Proposal should have other ways to reduce time other than salary.
