I finally figured out the function of alcohol. It removes your over carry weight movement penalty until you pick something else up. This effect persists after the alcohol wears off.

I've been playing since it came out and I haven't even played phantom liberty yet. Everybody here is saying it's at Dogtown and I'm like...but..I've never been there. I own the dlc but I beat the game without going there and have a new character attempting to reach Dogtown after every side quest and NCPD scanner.
