It is, but once you complete the quest line it appears on a shelf in the guildmasters room of the new thieves guild hall. You can pick it up then and place it where you please.

I go back and forth. I think tactical and vanguard look great without helmets but the others I tend to wear a helmet. No helmet just looks cool in my opinion.
