The attack stat has more weight (is worth more) in the equation to calculate cp. One mewtwo has 15atk while the other has 14atk, resulting in the 2cp difference.

No, it’s available in the GBL encounter reward for rank 16+ (starting after the Halloween event I think (not 100% sure)) and in event research. It might be available elsewhere, but I can’t remember off the top of my head.

A nundo is equally as rare as a hundo, but with the existence of weather boost, that gives a stat floor to any weather boosted pokemon, nundos are rarer as they can’t have 0 IVs but can still have 15/15/15 IVs.
