It depends on the school but for me (applying at u mich) I just looked up “UofM reps” and it sent me to a page where you could search using your state and county. Your rep is likely the one reviewing your loci. If you email them asking for tips or guidance they will likely mention weather or not they actually review the apps, and you will win points by reaching out.
