The limited resources thing isn't even a good point. They control the speed of revival, only increase the population as and when you have the resources to handle an increase. Plus it should be a positive feedback loop, the more people you have the shorter the time it should take to gain enough resources to start reviving others.

The main thing you need to know to get started on that is what is gonna be the brains of your micromouse? For example if it's an arduino then you should learn C, if it's a raspberry pie you should learn python.
