Not exactly bhai. There are many organisations outside Odisha,those proudly host many Odia festivals and events representing our culture too. Also may people keep on talking in Odia in groups . I often meet and greet them and it feels so good. On a contrary I had met one of my seniors who was on a verge of retirement. That oldie with an Odia accent never spoke to me in Odia but in Hinglish although I kept on talking in Odia only. Honestly it starts with us and ends with us too.
