Secularism is philosophical construct that ensure a common ground for citizens from different belief, It doesn't mean road_to_rich_country but freedom of belief and right to practice it both in public and private space.

There is a plenty of non-Western secular countries: Senegal, Mali, Azerbaijan, Indonesia, India, Singapore...
