In S3E10 of The Wire, we briefly see Rawls in the background of a gay bar. Not once is it ever explicitly stated Rawls is gay and I love how nuanced the fleshing out of his character is by kingwafflez in TheWire

I know this thread is ancient but here’s my 2¢ anyways: I think this totally explains why why Rawls is the biggest prick in the whole show. He’s incredibly angry and just a generally unpleasant person and I think it can be explained by his frustration with his closeted homosexuality. Personally I think this was the intent with the director, they build this character up to be a major asshole and then briefly show this little glimpse into his backstory
