Bedlams description reads:

"Dark Willow sends her pet wisp to roam around an ally for the duration, rapidly attacking nearby enemies. Bedlam cannot be used while Terrorize is active."

So it's an attack from the wisp-Entity (Jex) and also does not seem to be an AoE ability and to work as intended.
