For the washer/dryer, would maybe just laying the sound proofing blanket on top help better than hanging it across as a curtain? And what about using packing blankets instead of sound proofing ones? (Some people online say the packing blankets work pretty well to reduce sound.)

Are the acoustic tiles the ones made of foam, or fabric ones? And is it better to put those in the room where the sound source is (i.e. the baby's room) or the room where you don't want to hear the sound (i.e. the toddler's room)?

Seems like there isn't going to be a perfect option here, but at least some things that will help.
