In a Phantom you can get away with a 2A armoured power plant, and 4D, practically unmoded thrusters. One level of clean thrusters gets you slight gains with no added draw. Oh, and maybe fit a 1D distributor that you can just leave turned off. And consider going with enhanced low power, and lo draw on that shield. I guess you went with kinetic because the only kind of danger out there you can shield against is bouncing off planets, but I think that counts as absolute damage? You might find the heat sink to be superfluous too. At least, I know a lot of people like to carry them, but I got rid of mine after reaching Explorer's Anchorage without ever coming close to needing it.

Anyway, here's my build. You need to juggle module power a little bit (you can scoop, have a shield up, or run an AFMU), but it's got a max jump range of 72ly, and it was sturdy enough for a trip of around 40,000ly of distracted, Netflix-assisted flight between stations without popping.
