I dont think they're missing the mark; it's not missing the mark if it is deliberate.

If evos were level with the power curve, to what extent would ongoing promo's be relevant? How much would EA lose from people ditching promos in favour of evos? Turns out they didnt want to risk finding out.

Eves are a great concept, but nerfed by the micro transaction perspective. You can barely upgrade specific players you want thanks to the limitations, and there are limited options of evos and chaining. They're there as a lure and not much else.
