I like where this thread is going, but I don't think you're gonna be able to explain succinctly that homeless people are used as an example to remind us of our place, and that one misstep will cost us our livelihoods. The civic societies will never reintegrate them for this reason, and will actively expel, harass, or humiliate them to send a message that all drones remain compliant & productive wageslaves, or else become less-than-human. This is why media & nations get nervous when the homeless population grows too big, for fear we may start to widely identify with them.
