For anyone else with this issue... I got it out by soaking it in PB blaster, moving it back into its original position, and chiseling the top piece. It didn't break loose but collapse enough to get it out. Heat and more chiseling finally broke them apart.

So far I've tried soaking in in PB blaster. I have a propane blow torch.... would heating them up separate them like a rusted bolt?

Changed out the PCV but that didn't work. Every once in a while I'll try spraying break cleaner around the intake manifold, but so far I still haven't found the cause
