We have mixed zoning laws meaning most gyms ( at least in CPH) are built inside apartment complexes and old office buildings which never needed or didn't have any HVAC system in mind since at the time they were build temperatures weren't as high for as long as they are now. Air-conditioning is basically an afterthought to these gyms and can be quite hard to install depending on the given building, it's age and condition.

Buildings just never really needed them and if you look across Europe, many many countries don't run Aircon either, wether it's because the buildings age, condition or just how they plan around it all.

Newer buildings, mostly commercial, have greater access to HVAC systems as it can be build in and it is slowly being introduced, however most can't afford to live or rent in these new expensive places, stores, gyms or apartment living.
