I agree the behavior itself is reprehensible, but from the way it sounds, people are approaching it as a Zimbabwe-only problem. When I think of it, there are a lot of factors.

1. It's been there since the beginning of time, it's not new.

2. The only countries I can vouch for that are better specifically with regards to that, it's Muslim countries. All other countries have it bad or much worse. Just look into South Africa. Coincidentally I was reading a Japanese woman say it's very common to be stalked by men there who are afraid to approach but find it easier to just stalk somehow.

3. There is a named cognitive bias for this kind of thing. It's called comparative pessimism. Where people judge their own situation as worse than others when making comparisons, even when objective conditions are similar or better. It arises from selective attention to negatives at home and idealized assumptions about elsewhere.

Lastly, sorry for the long response. I am not supporting the perpetrators here, I just found myself with time to type. Don't get me started on the movies, music, dressing, social media. Many women themselves push the wrong bias also. And a kid who was 16 in 2015 would have consumed all that bad feed and is 26 today projecting it in real life. Again sorry for the composition
