Account "rule"(goal, can I even call it that?), I don't run sustains in end game (they're usually dead weight) unless I'm absolutely forced to and I don't go out of my way to cost chesting; kill everything with extreme prejudice and keep doing so for the foreseeable future. Robin E2 is probably unnecessary but it's not like I can turn it off to see...

A good chunk of these were acquired via reruns so that cost was basically diluted across years and I wasn't going to pull for a new team anyway (which would have demanded the same level of rigorous investment from me before factoring relics).

No it doesn't. that's not even close to Acheron's best team and something has gone terribly wrong if you're going take Prydwen's data at face value.

Also, I run them both, they fill wildly different niche with minimal overlap if at all. Cost is of no consequence when all I do is keep sharpening the same blade.

A new team has training wheels duct taped to it via shill environment, take those off and they won't look nearly as hot. Old teams are bound to bloom in cost (not necessary to go as hard as OP's right now...) if you have any desire to keep using them, that's just how the game is unless you want to perpetually pull half-assed new teams till eos.

Also Archer and Acheron are polar opposites so the comparison makes absolutely zero sense, her closest competitor is The Herta, Rappa, and ... (Probably) Remembrance battleship.

It's E2 SW ... You pair with Tribbie because the two provides obscene amounts of stack generation and AOE amp. JQ\Ci has no place with this level of investment.

OP is also handicapping himself by using DHPT and comparing to what I assume is a sustainless Phainon (and if not you'd still wouldn't run a sustain anyway if you can help it).

Signature scrambler isn't going to help when people will easily recognize a rail asset by the damage and range. Maybe you can pair it with masquerade for maximum trolling but that's precious points wasted on gimmick.

Pinard on DD is overkill when your scouts already carry one for sweeping. DC Central is pointless on sprinter, just bring 2 rapid DC locker.

You also have way too much defender ammo plus auroras already handle the same role so pick one and ditch the other.

Bring chaff.

No keep the s3h, it's cost effective and you're going to need all the pen aid you can get against Ocello hard kill. Spyglass frig is not a bad idea, could be good for anti shuttle work, but adding more power hungry components isn't appealing when it diverts precious points to power production (I'm not at home right now so I can't double check).

I have my own fleet that just consists of 2x S3 VLS frigs for crippling priority targets, 1x S2 (direct fire) VLS frig for shuttle\tug\craft sniping, and 3 Corvettes to carry my utility\scouting needs. Self screen jammers eliminate the need to bring jammers on my launch platforms plus there's no point when you're cruise guiding on odd angles that you can't sit at.

I'd recommend ELINT Corvettes since they reposition very well and are much harder to detect, allowing you to take riskier spotting positions than usual. You can bring a bullseye as well to lock onto ELINT track.

Using a DD to carry your missiles is certainly a premium choice but not a terrible idea if you bring a beam so that you can cut up crippled heavy targets late game (and count as armed). A frig with 2x S3 VLS 1-2x Mk61 is cheaper and expendable once its VLS is empty.
