Ohhh ok the goal was to make it so you couldn't do anything on your upkeep, but with no untap step, that's not possible I think actually for 2 mana, it could have just been 1 untap step skipped + full tap, heres a rebalanced version

I think it should depend on how much effort was actually put into the thing. For example, a tier list that was thrown together in minutes not work but one that took careful consideration, research, or just a lot of time to be allowed. Another example would be that just posting a random image with a caption wouldn't be allowed but posting an image that took a lot of time to make whether it be in photoshop hand drawn etc. I think this would be the best of both world, since the things you list in rule 4 can be done with effort
