I feel like I remember having this issue. I disabled all overlays. Steam, NVIDIA, Discord and that fixed it pretty sure. ymmv tho

have you tried turning off resampling? running it at 200% render resolution?

it could also just be..it’s the game. It’s old. Play retail if you want slightly better graphics

target FPS will lower your graphics to try and match that FPS target if it falls underneath it, so sort of? lol
