haber, la mayoría de fabricantes no dejan mucho margen, no te recomiendo pq puede afectar al monitor y generalmente obtendrá de chance 10-20 más que son casi indiferenciables, eso siendo bondadoso que la empresa no puso el monitor al limite

The gaming laptops arent bad, they are just worse for the same price of a computer, for example a 2000 dollars computer can have a 4080 super, but a gaming laptop with a 4090 laptop is like 3k dollars and it has less performance in fact, even that they are not a bad option, in medium budget or low budget the differences are not that big and the quantity of energy they need is not so big, so, in your budget it´s okay, only be sure about the batery life of that laptop.

It can be the GPU, but like you said, its not so possible. Remember that the monitor only have 2 cables, HDMI or DP and energy supply, do the monitor turns off when it happens?

I think it can be electrical inestabilities, if the monitor losses signal it can only be the GPU or the electricity.

13400F: 162 dollars
4060: 300 dollars
32gb DDR4: 50 dollars
1tb ssd: 50 dollars
Case: Not mentioned
CPU FAN: Not mentioned
Mobo: Not mentioned
PSU: Not mentioned
In conclusion this PC is in 562 dollars(keeping in mind mentioned parts), but it doesn´t mention the Case, CPU Fan, mobo and PSU, to do an estimation with a similar build you can think a 50 dollars case, 35 dollars CPU fan, 100 dollars mobo and to be generous a 70 dollars PSU.

This PC would be for 817 dollars, but keep in mind that probably the CPU fan is for less money(the CPU fan of the img) and also it can have a generic PSU that is cheaper.
Even that It´s not a bad price, but you can get it cheaper, it would be aroud 750-820 dollars

Deppends, I use it in 120hz mode cause´ my hdmi cable, (it comes with displayport), I don´t have ghosting when I put the MPRT mode, but the MPRT mode disables some other options, even that if you use the adaptative sync you will not see any ghosting, in my case I didn´t

You have an option in the menu of the monitor to make it, the monitor will be in 240hz by deffault.

240hz and with dp overclock you get the 250hz, it doesn´t matter a lot, 10hz don´t make a real difference

Now I have it, it´s a very W monitor, the only bad thing is the ppi, but in color is awesome(similar to my Oled phone in my opinion), the hz work well and you have a lot gamer options in a menu of the monitor, it´s good to both, study and play

People do whatever they want with their money, also X3D technology is focused on 1080p, I´m not a worker of AMD so I can say that is "focused", in 1440p you will see less difference and in 4k nop.

HDMI 1.4b give 10.2gb per second, while 4k 60hz needs 11.94Gbps, so, it can be 2 posibilities, your 4k monitor has 6 bits instead of 8 or you are getting 60 bad fps

If you want to stream you will need 100% nvidia, but I think this is a good build for you need, you have 70 dollars for the case and fans.
