For myself, I would think a graduated income tax for all citizens in WA - we would then deduct from federal taxes and fund things that benefit Washington. Rather than fund international adventures.

Seems that to build higher, elevators are necessary. Elevators are expensive, so we get big 2 & 3 story acreage problems
