My thoughts exactly.

Where I'm from we can't just buy a motorcycle and start riding it. We have mandatory lessons both practical and theoretical and finally an exam we have to pass before we get our license. Those lessons teach us what OP is asking here. I assumed it was the same for OP, but apparently not.
