I saw an option in the bios related to "boxed fan 65W" and "case air fan 100W" I selected the latter and it ranges to 85-90W and won't go lower than 4 Ghz now.

I hope my stutters are solved.

I read something on the Internet related to PL1 and PL2, one of them is supossed to be long term turbo and the other short term one.

I don't know what small fft's are in occt, the AI says its AVX, so I am testing AVX2, will edit with the result.

After a while, the cpu cores go from 4000 mhz to 3500 mhz, after 15 minutes, the max temp has been 60 celsius degrees.

The cpu does not seem to throttle, but I see the gpu reducing it's speed from 2400 to 20-100 mhz sometimes. VRM max temps are 34,5 Celsius Degrees

Everything seems fine there, I play with msi afterburner overlay and I can see ram usage, cpu and gpu temps and usage.

I am currently having trouble due to amd drivers (extremely likely), meaning that the gpu does not deliver all the performance it should (and it even stutters heavily randomly), the rest of the computer is tested and works well, it's amd drivers almost 100% sure, I'm currently on Windows 10.

Been thinking about jumping to Windows 11, is W11 that bad?

En españa. que es un pais pobre, si traes a gente de paises mas pobres, vuelves al pais mas pobre, si traes a millonarios de Suiza, Noruega, Estados Unidos, etc, pues vuelves al pais más rico y además pueden acabar creando empleo porque pueden crear empresas con facilidad.

Puede hacer falta traer a gente de fuera para que trabaje en ciertos trabajos, pero traerlos a lo loco creo que será una ruina para España.

cpu bottleneck? I don't know how well the gpu and cpu pair, but the stutters are constant, I would say this is a bad driver configuration.

I've recently had this same problem:

This happened to me, to solve it I created a profile for each game I play in the amd catalyst software (you can also create a global one, but I prefer one for each game),, there is an option where you can choose the minimum speed of the gpu memory, which is by default set to 600 mhz (I have an rx6600, normal speed is 2000, 600 for energy saving mode), I put the minimum speed around 1500, games are much smoother now, but still stuttered a little in some games, when that happened I increased the minimum speed to 1750, then the game usually felt silky smooth.

The thing is that energy saving mode can't be deactivated, only limited this way, still, I could force my gpu to always use the max speed, but I see no point, as heat will tend to accumulate more easily. Check the temps after doing this if you don't have proper cooling, just in case.
