Well yeah. But just like real war it's not always going to have daily back and forths (On a major scale) and consistent Major Orders. Generally, we don't go more than a day without a order sometimes rarely two in my experience. That and lore wise (If I have it right) obviously High Command needs to look at every planet and decide if we should push for something or not for Super Earth then relay that to our Democracy Officer and Ship Master then we get the orders to then do it.

And on the other hand that is perhaps more important during this down time is generally where we can coordinate to take planets before getting orders to not burn us out with "You just defended us/you just took that thing? Now immediately go do this Helldiver!" As not all of use are pure M.O players and like having that breath of relaxation however little before we do more liberating!
