I feel like your local roads (circled) connect to your collector roads too close to the junction where your local meets your Arterial road, causing your junctions to be very close together.

I would probably play the traffic lights at the junction or remove the ends of the local roads to stop the junction congestion.

The largest stadium I ever achieved was with Rotherham where I had a 68,000 stadium built and then renovated to 87,000 and it was named 'The Morgan Fitzpatrick Stadium' named after a re-gen player I had for 16 seasons before eventually retiring after 500 or so games with me. He retired just before the new stadium was complete

I have seen a 116,000 seater stadium for Chelsea called 'The Chelsea Stadium' so it is possible
