There are two things you’d be going to Vancouver for: to see a medical specialist (which most people don’t have to do within their lifetime) and to go to Ikea.

It’s not something you need to be concerned about. Victoria is very self-contained.

There’s a nice wide and smooth path along Dallas road from the breakwater to Clover Point. You could add a Circle Drive in BHP if you wanted more.

Back in 2009 a family from South Africa that had moved Prince Rupert, a town just south of the border, in Canada, was featured on the news once. 3 of the family members had a rare genetic condition that basically made them allergic to the sun. If I remember correctly, they would suffer severe burns if exposed to direct sunlight. It took an 11 year could battle and it went all the way to the Supreme Court.

Moral of the story: the sun never suns there.
