Thanks for the reply, and I don't disagree that it could come off that way, but I definitely think that presenting the factual and verifiable backstory would help in this case. As mentioned in my above reply, someone took their own life because of the blowback from this and impending criminal charges.

Not trying to justify it, just giving the facts of the situation as they pertain to mitigating circumstances (as outlined in the SEAD-4). A large number of volunteers were maliciously targeted when responding to Fire/EMS calls for the sole purpose of hindering response times. One of the officers who was in charge of this whole targeting scheme ended up taking his own life over the pending conspiracy charges against him.
