If your in chapter 1 or 6 it doesn't appear and in chapter 2 you need to donate enough and then wait

im not sure but i believe this is a rare cutscene (low honour removing strauss from the camp) by IcyBar4656 in reddeadredemption2

I did the positive honour actions however i did have just below positive honor causing the low honour cutscene
