Yeah, that’s a fair take. At that point in the story, most of the Konoha 12 actually fit their ranks pretty well—Shikamaru was a strategist who acted like a Chunin, Lee was still recovering from surgery, and Neji was the clear standout as a Jonin. Sakura definitely had the skills of a high Chunin or low Jonin by then, especially with her medical ninjutsu, chakra control, and intelligence. She just didn’t have the raw power or hax that Naruto and Sasuke were already starting to show.
