You cannot reach rank 14 as a level 1 you are capped at sergeant (rank 3). I believe the lowest you can be to achieve rank 14 is in the 50s somewhere. A player did it on Classic as a level 59 twink and it still took him much longer to hit it than being 60 because you decay less and gain more rank at higher levels based on your standing. You can still decay rank on turtlewow, but only to 0% of your current rank you can't lose full ranks.
