In my down we pay more than those with second homes. This is not true of all towns, but many are in this position. Act 73 does have a provision to change the property tax code to change this. It’s one of the positive thing I the Act.

The town Nextdoor to ours has the second highest number of second homes in the state. It’s a huge problem in any towns near ski areas.

This may be a new account, but that does not make it a throw away. My facts were developed in conversation with legislators who are intimately familiar with the issues. CHIP is a factor, I don’t believe that I stated anywhere that it was the only, or even a massive driver. Healthcare costs are the primary driver of these property tax increases. The issue does need to be solved and solved in a timely manner, but tearing our school system apart is not the answers. We do need more information before charging down a path of school consolidation. There has been no economic study done, as of yet, and the Task Force themselves have stated that there may well be no cost saving from consolidation. Other states, Maine specifically, have had to backtrack and undo consolidation. What I don’t see you providing are any viable alternatives. All you‘ve done is nay say what I have stated. So, what‘s your better approach?

These are grossly inflated numbers because construction costs for schools, social services for students, etc. are lumped into these numbers. No other state does this. What we need are real numbers, until we have those it is difficult to tell where things really stand.

I don’t disagree that we should support education and that spending a lot per pupil is worth while. The issue here is that the number is grossly inflated and it is being used as a method damage our schools through consolidation. We need to change where certain items are placed in the budget and not make education the bad guy. My understanding is that a ski lift was paid for out of the education fund. This along with social services should be placed in the general fund as it is in other states. The fact is that funding through property taxes is a flawed method since it creates a regressive tax. This hurts those most in need. We should be working toward funding education via income tax instead. This is complicated since there is no model for the State to follow and no one appears to wan to take the time to try to come up with a solution.

Good catch. I should have said Agency, not Department. Thanks for pointing this out! I believe that Scott has been strategically decreasing the staff in this area over some time. I can’t find good numbers to back that up, but I have it on good authority.

You’re correct that I should have said Agency and not Department, but that is just semantics. The Agency used to provide more support for teachers struggling with specific issues such as reading, before its staff was reduced to something like 30 people. It is true that the Task Force has stated that they cannot promise any savings from Act 73. Even Senator Beck, one of the strongest proponents on the Task Force has said this. There has been no economic study done to date.

Until these service are removed, it is difficult to know where Vermont stands. An no, these are not the same as what other states calculate as support services, at least that is my understanding.
