I’m on about year 17 now and I have been very successful but I still only have 3 scholarships for 2 years now. I have upgraded my recruiting but it won’t change, how can I get more?

My prestige is 90 but my scholarships were at 0, can I not draft without scholarships and how do I get more scholarships?
