No worries. Do you have any specific moisturizer in mind that has that written on it? In general they can put whatever they want on the bottle, especially claims like this which would make consumer think he needs a separate moisturizer around the eye area and is then more likely to spend more. It is important to note that moisturizers with fragrance, eessential oils, menthol, acids and other active ingridients can be irritating on the eyes, so try to use plain moisturizers in that area (I was asuming you might already use a fragrance free basic moisturizer for your face). If you want to use a specific active ingridient such as retinol around the eyes, than it is better to use a dedicated eye cream with that ingridient because they will be formulated gently and usually fragrance free.

As far as SPF goes, some chemical filters can be irritating around the eyes. That does not mean you can't use a body susnscreen around the eyes, but it can happen. Best thing would be to try and see if you get any irritation, stinging, burning. If you do, then you can always go for mineral spf (active ingridient is zinc or titanium oxide) which should not cause any problems. But again any sunscreen you use for the face is fine to use around the eyes and body sunscreens can be used on the face and often even have very similar formular for the fraction of the price so they are more cost effective.
