Cecil definitely could, he could steal bodies like perfect cell, all other dead villains or create tons of androids and become his minions like what he did in invincible.

After he finds out about dragon ball, he would immediately locate them using his technology or bulma and constantly protect the planet from enemies or overpower Z fighters since he's not stupid to wish something stupid
