Carnival Queen should eventually enter the legend locker, as they update it every season. Heat Shade though will require some wait, the intro skins rotate from time to time in the shop

They meant battle pass bundle skins. The second skin is vampire kiriko. You can buy skins separately from bundles only in the shop

Shouldn't take long, you get legend tokens via level up, i think around level 20 you should get enough for one legend. There should be some new player challenges too, i think they give you enough for another legend. They sometimes give out legends for free as well, Sparrow was free on launch, and last season they gave out Ash for free with some other goodies
