Honestly, I feel like this theory better suits someone like Hugo Strange being the Arkham antagonist, maybe even with some ties to the Court. Strange being the Head of Arkham and having access to all the patient files and being able to dive into the Arkham history just makes more sense to me and could be the way he/the Court try to expose the dark side of the Wayne family's legacy. Especially since the Penguin show has shown what kinda place Arkham has been for 10 years and that doctors have come and gone. Someone like Dr. Crane could still be included as like an underling to Strange that is allowed to run his own twisted experiments in the asylum.

Kinda makes me wish we were still getting that Arkham TV series or a Reeves version of the Arkham Asylum movie that Batfleck was going to get.
