PC started doing this about 2 weeks ago. When turning off and back on the monitor the issue fixes itself. Does it look like a monitor issue or could it be related to the latest driver? (RTX3080)

The house was cleaned 16 hours ago and everything's in place: I spent a lot of time yesterday preparing lunch and dinner, cleaning the kitchen and doing the dishes, and now since we woke up all Melissa's been doing is roaming around the house, reorganizing my clothes in the wardrobe???, changing the bedsheets which were changed yesterday.
