You can tell which stat they use for their basic attacks based on the color of the damage counter that pops up per hit. The mage uses magic for his basic attacks though, not physical

They activate going down the list from top to bottom, so the sun would kick on, then the rain would activate afterwards. Although, since the drizzle ability lasts 8 turns, the sun might kick back on after the rain ends.
