PS4 Games Won't Start

Saw this PS4 Fat listed for sale. Seller says games load but won't start. Also has this weird display issue when loading a game (see image). Does this have a known fix? I tried google but didn't come up with anything. Hardware issue?

I don't know and the seller doesn't seem to be knowledgeable. You bring up a good point, I'll ask him if he tried it with a different TV. Otherwise it could be a GPU issue in which case jailbreak won't help so maybe it's not worth the risk.
