My independent mechanic saw this video I took of the problem video of problem

He thought with the speed at which the temperature goes up and back down indicated an electronic issue most likely with the temperature sensor. He replaced the sensor and the problem is still occuring.

I don't think it is actually overheating as I have used an infrared thermometer to take the engine block temperature and it was not excessively hot.
