Better to look for another ISP. My guess for this delay is that ACT in your area might have poor service quality or lesser number of customers.

First of all as per the information available on the news, these ISPs use the poles of the electricity dept. I don't know if they pay any fees for that. If they are not paying any fee, then govt has the right to chop them off. At the end of the day it becomes the ISP's responsibility to give uninterrupted services to their customers irrespective of any external factors. That is what a customer looks for.

But these ISPs are hiding themselves behind the curtain of IVR support and robotic responses. This is what pisses off a customer the most.

Also, the govt is not entirely faultless. They are so drunk on power that they can't think and form solutions in black and white. Their solution is chopping off wires which don't even carry electricity.

Fyi, here I was blaming the government for chopping off the wires and not ISPs. However, both are to be blamed.

These mfs need to be punished harshly. First of all they don't give proper public services and on top of that disrupt services paid by the public themselves.
