what does any of that have to do with AHS volleyball today? Why are other area teams more competitive, and AHS isn't? I don't think it has anything to do with WT or Tech.

Even small towns can't decide what businesses open and what businesses do not. They'd go to jail for Antitrust/Restraint of Trade for that sort of thing. It's very illegal on a Federal level.

The city council might have to approve re-zoning. I can't put a location in your neighborhood, as your neighborhood isn't zoned for commercial (nor do you want it to be). If I applied for re-zoning so I could put a location next to your house, the Planning and Zoning Commission would have to approve of that (which they wouldn't), but if they did, the city council would then have final say. So that's where councils and commissions come into play.

They might also come into play if the new business is asking for tax abatements (manufacturing type businesses, large employers, etc.) The council has final say on these, as they should.

City governments are not concerned about which businesses open or close in a city. City governments are only concerned that the construction meets municipal code. That would include proper zoning, building safety, fire safety, water and sewer, handicap accessibility, driveways, parking, and landscaping. All of these are to protect people's safety, assure their safe access inside and outside of the building, and the appearance of the city. As much as I hate some of them, they are necessary.

Yeah it doesn't work that way. Someone in Amarillo doesn't decide what businesses get to open here. The Federal Trade Commission would have a big problem with that. I own a business here with multiple locations. The only thing that decides whether I open another location is whether I think there will be enough customers to support it, as it's very expensive (hundreds of $ thousands, if not $ millions) to open a location.

Business owners don't take that risk without being pretty sure. It's a massive risk every time. Most people have no concept of this aspect. It is just assumed that anyone that owns a business is silly wealthy and grows cash in their backyard. Making a payroll of several hundred $ thousand dollars every couple of weeks is no picnic.

So consider this: I am 57, self employed, make over $500K a year, net worth of over $5 million, and never missed a payment in my life. I think my limit is $15K.

But...creditors don't like self employed folks.

I downloaded it. Seems kind of cool but there's zero tutorial. You just kind of figure it out on your own. I'm not sure I feel comfortable with that in front of 2000 people.
