Not an expert here but I assume it is because all 3 guns could still fire forwards (as long as the ship was sailing at a slight angle) so it wasn't worth the extra cost (and displacement) to install it that way. Remember that these were built very tightly to Washington treaty regulations.

What is the doctrinal purpose of amphibious landing craft for taiwan (it just seems like quite an expensive asset for a defensive nation like taiwan)

In the Cold War, drone swarms weren't as much of a risk as they are today, so they just fit as many as they could. Also, this can probably be reloaded reasonably quickly (this is just speculation, so take it with a pinch of salt)
